促进行业健康发展

A级物流企业综合评估工作开展了六年, 其最大的意义便在于树立了物流行业在国民经济中的重要地位。如今, 物流业已经公认成为国民经济的重要组成部分, 其作为融合运输业、仓储业、货代业和信息业等于一体的复合型服务产业, 涉及领域广, 吸纳就业人数多, 促进生产、拉动消费作用大, 在促进产业结构调整、转变经济发展方式和增强国民经济竞争力等方面已经发挥着越来越重要的作用。然而2003年评估工作筹划以前, 物流业在很长一段时间内都没有被社会所重视, 甚至国家相关行业分类里面也没有提出物流行业这一说法。

正是基于上述情况的考虑, 中物联积极推动行业标准以及企业等级评估工作的进展。2005年, 国家相关部门正式推出《物流企业分类与评估指标》并授权中物联具体开展A级物流企业综合评估工作, 随着评估工作的不断深入开展, 物流企业在国民经济中的地位不断得到提高。尤其是有了针对物流行业的国家标准, 物流行业以及相关企业也得到了应有的重视。各级政府也开始加大了促进物流业发展的政策支持力度, 并且其中很多有关物流企业的政策多数是以A级物流企业为主体, 各地把A级物流企业作为鼓励和扶持的重点。

其次, A级物流企业综合评估工作有利于对我国物流行业情况的了解并以此确立正确的发展目标。因为物流行业自身具有跨区域、跨领域等特点。因此对物流企业的综合情况的了解相比于其他行业更加有难度。而A级物流企业等级评估依据《物流企业分类与评估指标》这一国家标准, 将企业按照运输型、仓储型以及综合服务型三种类型分别对其经营状况、资产情况、设备设施、管理以及服务、人员素质和信息化水平等六个方面进行综合评定。值得提出的是, 中物联成立的A级物流企业评估办公室组织了大量的专家、学者对企业的相关数据进行分析了解, 并对每个企业的不同情况提出了很多宝贵的建设性意见。这种全方位的综合评估指标也有利于对我国物流行业内各个类型的企业进行综合的了解, 因此也有利于国家相关部门掌握行业的动态并对此制定相应的发展策略和目标。

第三, A级物流企业综合评估还在很大程度上树立了行业的风气, 引导企业健康发展。在过去很长一段时间内, 我国的物流企业“小、散、乱”情况突出, 诚信危机在很大程度上阻碍了行业的健康发展。自评估工作开展并得到全社会广泛响应以后, 越来越多的物流企业积极踊跃的参加评估。甚至很多物流企业反映, “客户要求如果不是A级物流企业就难以拿到订单。”在许多物流服务的招投标会上, A级企业可以加分, 或有优先权。很多物流企业都以自己的A级资质为荣。为了避免个别企业拿到资质后不思进取, 评估办还形成了每满2年复核一次的机制, 并且建立了完善的升级机制。这在督促企业长期严格按照标准、诚信经营的同时, 也促进了整个行业的健康发展。

几点建议

自评估工作正式开展以来, 我基本上每次都会作为评审专家参加评审工作。随着评估工作的深入, 我个人也认识到一些问题, 对此提出几点中肯的建议。

首先, 企业分类标准应该有所调整。在起初制定标准并开展评估工作的时候, 鉴于我国当时物流行业内企业服务趋于单一, 很少有能提供真正意义上综合物流服务的企业, 我们当初将参评企业分为运输、仓储和综合服务三类。事实上, 在最早推出这个分类标准的时候, 美国的物流专家就曾提出异议, 因为在他们看来物流本身就是一个综合服务体系, 而硬生生的将物流企业分为运输和仓储有些不妥。但基于当时我国物流行业的特殊情况, 如此分类会给企业尤其是前几批参评的企业创造了条件。如今, 我国物流行业通过近几年的不断壮大, 物流企业所提供的服务也呈现出多元化趋势, 传统的物流企业继续向一体化、全程化并向采购、贸易、金融等服务延伸, 商贸流通企业向集贸易、经销、采购、金融、物流服务为一体的供应链服务提供商发展。这种情况下还以仓储、运输等单一功能来区分物流企业已经显得有些难度。所以, 现在绝大多数参评企业都以综合物流服务的类型申报。对此我也做了一个粗略的统计, 在我接触的53家不同类型的物流企业中, 有50家都有仓储业务, 甚至是按照标准认定为纯运输型的企业也离不开仓储业务。因此, 我建议结合当前新的形势对企业分类进行合理的调整, 才能更加契合当前企业的实际情况。

其次, 等级设定上可以适当进一步拉开档次。按照2005年发布的评估标准, 物流企业分为1A到5A五个等级, 5 A级为最高级。到目前为止, 我国依据标准评估达标的A级物流企业已达到1200多家, 其中代表我国最高水平的5A级物流企业已经达到84家。以这84家5A级企业为例, 按照评估标准, 年营业总收入15亿, 资产总额10亿为最低标准, 但事实上, 经过近几年的迅速发展, 我国5A级物流企业中出现了年营业总收入达到百亿以上甚至更多的情况, 特别是近年来部分经营全球业务的跨国物流企业也有参评的情况, 因此同为5A级的物流企业中档次差别也很大, 因此可以适当考虑在5A级企业中挑选实力雄厚的再进行升级, 这不仅能更准确的反映出企业的实力同时也可以调动规模以上企业继续做大做强的动力。

水稻测土配方施肥是在测土的基础上，根据土壤特性，气候特点、栽培习惯、生产水平等条件确定目标产量，提出氮肥的最适用量及氮、磷、钾比例，生产绿色无公害水稻。

1 水稻一生的需肥特点

水稻的一生需要吸收大量矿质营养元素，其中氮、磷、钾三要素需要量最多，其次硅、钙、镁等，水稻养分的吸收因产量、生长环境等的不同而有所差异，据测定每生产500千克稻谷，约需从土壤中吸收纯氮8.1～12.7千克，磷4～6.5千克，钾10.6～15.1千克，氮、磷钾配比约为1：0.5：1.3。

2 水稻稻株缺素症状

缺氮水稻叶片颜色淡而发黄，叶片直立狭小，茎秆短，根系细长，分蘖少或者不分蘖，穗短但谷粒颜色较好，严重缺氮时下部叶片枯黄，以后整株死亡；缺磷水稻叶片呈暗绿，叶片细长，展开角度小，根系短数量少，尤其是新根少，穗少籽粒不饱满，成熟延迟，严重缺磷时上部叶片发生褐色斑块，禾苗不分蘖，叶尖呈烧焦状；缺钾水稻叶片由下而上在叶脉上出现红褐色斑点，下部叶片边缘变黄，植株矮分蘖少，叶展开角度大，叶片暗绿，穗短，空壳率高，半粒谷多，谷粒表面无光泽，呈现棕褐色，缺钾症状一般在移栽后开始，到移栽20～30天最明显；缺锌是水稻生产上较为普遍的问题，缺锌的症状是植株矮小，叶片中脉变白，分蘖受阻，出叶速度慢，影响到秋后产量；缺钙叶片的叶绿素间断或消失，叶片卷曲、发白变褐色，最后死亡，原因是钙在植株体内的流动性较差；缺镁主茎中、下部叶片褪色并沿叶脉变黄，叶片卷曲死亡，植株分蘖少，稻株矮；缺铁植株叶片叶脉之间缺绿，随后变黄，但老叶仍呈绿色，只有新叶变黄，出现缺铁症状可喷施铁盐补充铁质。

3 水稻各生育期需肥规律

水稻在不同的生育期，对氮、磷、钾的吸收量有很大差异，一般在移栽返青后逐渐增多，到抽穗前达到最高，以后逐渐减少，对氮、磷、钾的吸收以氮素较早，分蘖期吸收较多，到穗分化前达到总需氮量的80%，磷肥的吸收开始和结束都较晚，生育中后期吸收较多，钾素从穗分化到抽穗开花期吸收最多，分蘖至穗分化期次之，抽穗开花后停止吸收。

水稻吸氮量的盛期在穗分化前的分蘖期，营养最大吸收期在分蘖末到穗分化期，其中分蘖开始到穗分化占总量的65～70%，返青到分蘖开始、穗分化期各占15～20%，抽穗到成熟占5～10%。吸收磷素高峰在分蘖至拔节期占50%，抽穗期也较高，占40%。钾肥的吸收集中在分蘖至抽穗期，而穗分化到抽穗更是钾肥吸收的高峰占总量的82%，从抽穗到成熟钾的吸收基本停止。

4 施肥的数量

对于生产A级绿色食品稻米的稻田，应将用地与养地相结合，适施有机肥。中等肥力稻田施肥原则为：施农家肥每亩1000公斤作底肥，纯氮、磷、钾的使用量分别为每亩8～9公斤、3～4公斤和3～4公斤，其中氮肥的40%～45%和钾肥的65%～70%作基肥，磷肥则全部作基肥；氮肥的30%～35%作蘖肥（6月20～25日）；氮肥的25%和钾肥的30%～35%作穗肥（7月10～15日）；为了提高稻米品质，不要求施粒肥；如果出穗后水稻长势不好，可喷施叶面肥作补充。禁止施用未经农业部门登记的肥料，禁止施用激素类肥料。

5 施肥方法

可根据水稻种植的品种的特征特性不同，种植密度、栽培管理水平，土壤肥力状况，产量要求等进行配方施肥，注重有机肥、无机肥的配合和氮、磷、钾及其他微量元素的配合施用。一般有以下几种施肥方式

5.1 基肥“一次性”施肥法

该方法适用于黏土、重壤土等保肥力强，肥料不易挥发的稻田，就是按照测土的数据合理的安排施肥量，将需要的肥料在整地时一次性施入，使肥料均匀的分布在土壤中做到全层施肥。

5.2 “前促”施肥法

在施足基肥的基础上，早施、重施分蘖肥，促进前期水稻生产所需要的养分，促进水稻分蘖早生、快发，增加分蘖率，提高穗数，此方法适用于栽培生育期短的品种或者水稻苗少长势弱，施肥水平低，苗期气温低，肥效发挥慢的稻田。一般基肥占总施肥量的70%～80%，其余肥料在返青后全部施用。

5.3 “前促、中控、后保”施肥法

此方法以增穗、提高结实率为主，水稻吸肥高峰期在移栽后2～3周，此时需要施入大量速效性肥料，使供肥高峰提前以适应水稻“前促”的要求，一般在前期把肥料的70%～80%集中施入，当分蘖达到预期的目标后，在采用搁田或晒田的方法，控制氮肥的吸收，后期复水后，对叶片褪绿严重的稻株，在孕穗期酌施肥以提高根系活力，提高结实率增加千粒重，此方法施用于供氮能力差的土壤，要前期攻得起，攻而不过头，早发争多穗；中期控得住，控而不脱肥壮秆攻大穗；后期保得住，活熟争粒重。

5.4“前稳、攻中、后补”施肥法
